Landrieu Primed to Lead Energy Panel ? If She Wins Reelection
It?s been 18 years since Louisiana saw one of its own lead the Senate Energy and Natural Resources Committee, arguably the most important congressional panel to the energy-rich state.
Now, with Senate Finance Committee Chairman Max Baucus, D-Mont., announcing last week he is retiring after this session of Congress, Louisianans have another chance to lead Energy and Natural Resources with their Democratic Sen. Mary Landrieu, who faces a tough reelection in a red state that voted 58 percent in favor of GOP presidential candidate Mitt Romney in the 2012 election.
Landrieu is the third-most-senior Democrat on the Energy panel, after current Chairman Ron Wyden of Oregon and Tim Johnson of South Dakota. But Johnson has already announced he is retiring after this Congress, and Wyden also happens to be the second-most-senior Democrat on the Finance Committee, considered one of the most powerful?and therefore coveted?panels in Congress. In the wake of this domino effect prompted by Baucus?s retirement announcement, Landrieu coould become the top Democrat on the Energy committee.
?I thought she was in good shape politically before the Baucus retirement,? said former Sen. Bennett Johnston, D-La., who chaired the Energy panel from 1987 to 1995. ?But I think since the Baucus retirement, it pretty much seals the deal. Louisianans understand how important the Energy and Natural Resources Committee is to the state.?
That?s a confident take on an outcome dependent on several big open questions. Will Democrats keep control of the Senate? Will the current chairman of the Energy and Natural Resources Committee choose to take the Finance Committee gavel in 2014, as conventional wisdom suggests? Will chairing a congressional committee make a big difference in a political campaign, because voters could well care less about such inside-baseball issues and more about the economy generally? Will Senate Majority Leader Harry Reid, D-Nev., try to maneuver around Landrieu?whose views on energy are more conservative than those of almost every other Democrat in the Senate?to ensure a more moderate Democrat gets the committee?s top spot?
With fewer than 200 days to go until Election Day 2013, it?s not too early to start speculating, but it is too early to confidently know the answers to any of these questions.
For her part, Landrieu is already articulating one of her key reelection platforms, and it?s intricately tied to her leadership on the Energy committee.
?Without sounding braggadocious, I?m indispensable in this effort to secure for Louisiana a significant and reliable string of revenue to save our coast,? Landrieu said in an interview with The Times-Picayune?about a week before Baucus announced his plans to retire.
Landrieu is implicitly referring to legislation she is sponsoring, along with Senate Energy and Natural Resources ranking member Lisa Murkowski, R-Alaska, which would immediately direct to coastal states more than a third of the money companies drilling for oil and natural gas offshore pay to the federal government. Current law will direct this money to coastal states beginning in 2017. Landrieu says the additional money would be instrumental in restoring and maintaining Louisiana?s coastlines. Wyden has expressed an interest in pursuing her legislation this Congress, but it?s unlikely it will become law before Election Day 2013.
?She will be working to convince the people of Louisiana they have more to gain by having a moderate voice in Washington who has great seniority at this point than they do to elect a new senator and start all over again,? said Gordon Taylor, a principal at lobbying firm Ogilvy Government Relations who has worked in the Louisiana delegation for 12 years and knows Landrieu well.
Since her first election in 1996, Landrieu has never won more than 52 percent of the vote. And over the past 17 years, the state has become more Republican. Of the eight elected federal public offices in the state, six are held by Republicans, including Landrieu?s fellow senator, David Vitter, and the governor, Bobby Jindal. Most polling shows Landrieu slightly ahead of any of her potential challengers, including current Louisiana Republican Reps. Bill Cassidy and John Fleming and former Rep. Jeff Landry, R-La. The nonpartisan Cook Political Report predicts it will be ?one of the more competitive contests of the cycle.? She also has more cash on hand than any of her challengers, according to Federal Election Commission reports.
The political dynamics of Landrieu?s reelection campaign could well rest on issues other than energy, despite the state?s dependence on the industry. Her recent vote in support of expanding background checks for guns, for example, could turn off voters in the deep-red southern part of the state. The prospect of becoming chair of the Energy committee could help more in her pocketbook than in voting booths.
?I?m sure it?ll help her raise money," said John Maginnis, a Louisiana strategist who writes a weekly political newsletter. "But I don?t know if it?s going to change the real composition of the race.?

Research: Chemoresponse assay helps boost ovarian cancer survival

This spring, a team of researchers has released results from an eight-year study that shows improved survival rates for women diagnosed with ovarian cancer who undergo cancer tumor testing to determine the best treatment.
Part of the team was Richard G. Moore, MD, director of the Center for Biomarkers and Emerging Technologies and a gynecologic oncologist with the Program in Women's Oncology at Women & Infants Hospital of Rhode Island.
"Essentially, we have demonstrated that by using a tissue sample from the patient's tumor and a chemoresponse assay, we are able to determine which treatment may or may not work for her," Dr. Moore explains of the study, which was presented at a recent meeting of the Society of Gynecologic Oncology and in the trade publication Cure.
"This study shows that a woman with recurrent ovarian cancer could benefit from having a biopsy and chemosensitivity testing. The results from such testing will allow for the identification of chemotherapeutics that are active against the patient's disease and those that are not resulting in decreased toxicity from ineffective treatments. Learning that personal directed therapies may improve overall survival for these patients made this the first study in two decades to show a significant increase in survival in recurrent ovarian cancer."
The study, launched in 2004, included 283 women. Of those, 262 had successful biopsies which were tested in vitro, or in a test tube. The assay ChemoFx, by Precision Therapeutics, tested up to 15 approved treatment regimens on the samples, identifying chemotherapy drugs and regimens to which each tumor might be sensitive. The study was non-interventional, meaning that physicians chose the treatment regimens without knowing of the assay results. The researchers then evaluated the assay's result against actual patient outcomes.
"The assay identified at least one treatment to which the tumor would be sensitive in 52% of patients in the study," Dr. Moore says. "Overall, median survival was 37.5 months for patients with treatment-sensitive tumors, compared to 23.9 months for intermediate and resistant tumors."
Assay-directed therapy has long been debated among oncologists, he continues. Such debate provided the impetus for this study.

"Arrested Development" fans will have to wait another month to watch all of the latest Bluth family hijinks, but from the looks of the sneak peek clip posted Thursday by Entertainment Weekly, not much has changed with the crazy clan.
The series, which was cancelled in 2006, is being being resurrected on May 26, when Netflix will post a completely new 15-episode season. The clip, which provides the first look at the new episodes, was shown during the Television Critics Association Winter Press Tour in January and at South by Southwest in March, but this marks the first time it has made its way to a wider viewing audience.
Although the short clip doesn't give away any spoilers, it did give fans an idea of what we can expect.
Buster and Lucille's relationship is still creepy
Lucille (played by Jessica Walter) has always had a "special" relationship with her youngest son, Buster (Tony Hale), but it appears that the co-dependent mother and son will take their closeness to a whole new level in the upcoming season. Buster is obviously still eager to please his mother, even if that means ingesting her exhaled cigarette smoke and puffing it outside for her so that she doesn't have to get up to go smoke. The close relationship between momma's boy Buster and over-bearing Lucille has always straddled the line between endearing and inappropriate, and it looks like this will remain the same.
The Bluth family still can't stay out of trouble
Apparently, patriarch George Bluth (Jeffrey Tambor) isn't the only Bluth to run afoul of the law. In the new clip, Lucille is unable to go outside because she is sporting an ankle monitor. While it hasn't yet been revealed what Lucille did to acquire that new accessory, it appears that she's on house arrest.
Ron Howard will still be on hand to explain what's going on
The show's executive producer, Ron Howard, will continue to lend his voice to the series. In addition to serving as the show's narrator, Howard, who only appeared on camera for the series' last episode in 2006, has said that he will be making an?appearance?on the show at some point during the new season.

Insert Coin: Lightpack turns your computer display into an ambient backlight (video)
While Philips did eventually bring its Ambilight technology to PC monitors, it wasn't before others had decided to roll their own. Now you can add ambient backlighting to any computer display without any of the attendant soldering and Arduino-wrangling, thanks to the folks at Woodenshark. The team has built Lightpack, an Ambilight-esque system that'll connect to a Windows, OS X or Linux PC and project the display's colors onto the area surrounding the screen.
Plug the hockey puck-sized device into your computer, attach 10 LED modules to the back of your display and install the open-source software and you're good to go. Once ready, you can even set up custom alerts to measure CPU temperature or email volumes, and even control the lighting with your smartphone or tablet. The team has asked for the unusually specific figure of $261,962 in order to fund an initial production run of 5,000 units, with early backers able to snag one of the units for $50 instead of around $90. Apple marks a Decade of iTunes through an in-app timeline
The tenth anniversary of the iTunes Store is looming on April 28th, and Apple wants to do more for the occasion than treat itself to a nice dinner. It just launched an interactive Decade of iTunes timeline (within iTunes itself, naturally) to remind us how far its music service has come since 2003. While the retrospective includes the expected sales milestones, media links and plugs for iPods, it's surprisingly detailed: you, too, can learn that Morcheeba rocked the album charts when iTunes reached Scandinavia. Apple has fiercer competition these days that not surprisingly goes unacknowledged, but it's good to have at least some context for Cupertino's more recent achievements. Bush family at odds over possible Jeb Bush presidential run

WASHINGTON (Reuters) - The Bush family, which has already produced two U.S. presidents, is at odds over whether there should be a third - former Florida Governor Jeb Bush.
Former first lady Barbara Bush, says son Jeb is the most qualified Republican to run in 2016 but told NBC's "Today" show, "We've had enough Bushes."
Former President George W. Bush takes the other side in the intra-family debate.
"He would be a marvelous candidate if he chooses to do so," he told ABC News. "He doesn't need my counsel because he knows what it is, which is: 'run.' But whether he does or not is a very personal decision."
Barbara Bush, known for her blunt talk, said of her second-born son, "There are other people out there that are very qualified ... He's the most qualified but I don't think he'll run."
The conflicting messages come as the 43rd president, who held office from 2001 to 2009, prepared to unveil his presidential library in Dallas, accompanied by all the living U.S. presidents, including his father, George H.W. Bush, who occupied the White House from 1989 through 1992.
The library opening will highlight George W. Bush's two stormy terms, which included the September 11, 2001, attacks, wars in Afghanistan and Iraq and the 2008 financial crisis.
The event also puts the Bush family back in the spotlight at a time their Republican Party is re-assessing following losses in the 2012 presidential campaign and is struggling to redefine itself.
Bush and his father have represented a more traditional side of the Republican Party, which now faces challenges from its more strident Tea Party wing.
Polls have shown Jeb Bush trailing other Republicans such as Senators Marco Rubio of Florida and Rand Paul of Kentucky, both favorites of the Tea Party movement.
A Public Policy Polling survey earlier this month found 12 percent of potential voters said they would most like to see Jeb Bush as the Republican candidate in 2016, while Rubio topped out with 21 percent, followed by Paul with 17 percent.
John Adams (1797-1801) and John Quincy Adams (1825-1829) are the only other father and son to serve as U.S. presidents.

Valverde returns to Tigers with 1-2-3 save
DETROIT (AP) ? For the Detroit Tigers, it felt like 2011 again.
Two of the key components of that year's AL Central division champs reunited Wednesday night to help the Tigers beat the Kansas City Royals 7-5. Victor Martinez drove in a pair of runs and Jose Valverde returned to Detroit with a save.
Martinez missed all of last season with a knee injury, and entered the game hitting .182. On a 39-degree night, he was robbed of extra bases by Eric Hosmer in his first at-bat, but he had an RBI double in the third and a run-scoring single in the fourth.
"I felt good out there... and I got some balls to fall in," he said. "It wasn't fun out there in this weather, not at all, but the important thing was getting some hits and winning a game."
Valverde, called up earlier in the day, returned to the Tigers with a perfect ninth inning. Valverde lost the closing role during last season's postseason and wasn't offered a contract, but signed a minor-league deal earlier this month and returned to Detroit after a short minor-league stint.
"This wasn't a first day ? I've been here for four years," he said. "I just missed a couple weeks of weather like this."
Valverde threw 18 pitches, all fastballs.
"I'd like to see one of you throw a splitter on a day like this," he joked. "Tomorrow, maybe I'll throw a split or two, but today I had my cutter and my sinker."
Max Scherzer (2-0) earned the win, allowing five runs in five innings, while Wade Davis (2-1) took the loss, giving up seven runs ? three earned ? in 3 2/3 innings. Davis allowed eight hits and four walks while only getting 11 outs.
"Pitchers need to be able to feel the ball with their fingertips ? that's how they are able to manipulate it," Kansas City manager Ned Yost said. "When it is this cold, you can't do that. I'm sure that was a big part of Wade's problem, but it didn't help Scherzer, either. Everyone has the same problems on a day like this."
The Tigers took the lead on Omar Infante's RBI single in the second, but Kansas City responded with four runs in the third. Salvador Perez and Chris Getz started the inning with singles, and Alex Gordon tied the game with a double. Alcides Escobar and Billy Butler made it 3-1 with RBI singles, giving the Royals five straight hits, and Hosmer drove in the fourth run with a long sacrifice fly.
The Tigers added two more in their half of the third on a Martinez RBI double and Jhonny Peralta's run-scoring single. Euro zone slump moderates but German worries appear: PMIs

LONDON (Reuters) - A sharp drop in German business activity overshadowed an easing downturn in France in April, surveys showed on Tuesday, raising concerns over a further economic contraction in the euro zone.
Markit's flash euro zone services PMI, an early gauge of business activity each month, rose to 46.6 in April from 46.4 in March, below the 50 line that divides growth from contraction but matching the forecast of economists.
Survey compiler Markit cautioned against taking the rise as a clear sign the region's recession has bottomed out, pointing to a surprise decline in German companies that form the backbone of the euro zone economy.
"Previously, we've seen Germany expand while other countries have contracted - notably Spain, Italy and France," said Chris Williamson, chief economist at Markit.
"Now it seems those contractions are being accompanied by a downturn in the largest economy, Germany, and that will no doubt act as a drag on growth."
There was some respite for French companies, which in March endured their worst month since the depths of the deep recession in 2009, and that helped to support the latest wider euro zone PMI.
Williamson said officials at the European Central Bank, which meets next week to decide monetary policy, may be relieved to see the euro zone PMIs at least did not signal a further deterioration this month.
However, that could change.
"The forward-looking indicators suggest there's risks to the downside for the contraction to gather pace," said Williamson.
The euro zone economy shrank 0.6 percent quarter on quarter in the last three months of 2012.
Comments by European Central Bank policymakers on Monday stressing falling inflation and poor growth prospects in the euro zone suggest the ECB may be leaning towards a further cut in its main interest rate.
Most economists polled by Reuters earlier this month did not think the European Central Bank would cut its main rate from 0.75 percent, already a record low, although the poor German PMI readings may alter that view.
Confidence in services companies about the coming year slipped to the lowest level this year, with the business expectations index slipping to 55.7 from 56.2 in March.
Consumer morale in the euro zone improved in April, the European Commission said on Monday, but remained well below the currency area's long-term average.

Euro zone factories suffered another grueling month in April, with the manufacturing PMI falling to 46.5 from 46.8, its worst showing this year.
There seems little prospect of much improvement next month, with the new orders index dropping to its lowest since December, at 44.9 from 45.3.

The composite euro zone PMI, which groups both the services and manufacturing surveys together, held at 46.5 in April.
Disappointingly, it showed euro zone companies cut jobs at a faster rate this month, after the March survey showed firms laid off staff at a slower pace.
"The overriding evidence we're getting on the future outlook perspective is that the debt crisis is really acting as a dampener on business and consumer confidence," said Markit's Williamson.
"There's a lack of clarity about the outlook. As long as that persists, we think there's going to be a big drag on growth, and the downturn is going to persist."

Progressions 2013
Progressions is an annual, end-of-year event featuring the best work from students in the Interior Design, Graphic Design, and Visual Art programs, and allows the opportunity to recognize the achievements of students from each department.
Interior Design students will exemplify their skills showcasing elegant floor plans and unique spatial design solutions for corporate, business and non-profit sectors featured in the lobby of the Malaspina Theatre, building 310. Graphic Design students present their visual problem solving and design solutions through typography, illustration, layout, digital media and photography in the hallways and classrooms on the 2nd floor of the Art & Design building 325, while upper level Visual Art students will be featured in the upper & lower campus Nanaimo Art Gallery, building 330, displaying a broad range of media including ceramics, digital and mixed media, painting, photography and sculpture.
Progressions 2013 will show from April 22nd to May 11th, with the opening reception on Tuesday, April 23th. Doors open at 6:00pm, and the awards ceremony will begin at 6:30pm in the Malaspina Theatre (310), followed by an exhibition of student work in the Department of Art & Design (325), and the campus Nanaimo Art Gallery (330). Refreshments will be served.

New insights into youth behavior and the media challenge common assumptions
A campus shooting. A gang assault. A school bus ambush. With each successive event, fingers are pointed at the usual suspects: violent films, bloody video games, explicit websites. But to what extent can - or should - the media be implicated in youth crime? And are today's sophisticated young people really that susceptible to their influence? These are the issues addressed in the new book Adolescents, Crime and the Media by Christopher Ferguson, an internationally recognized researcher of video game and other media effects.
Dr. Ferguson explains, "In this research field, tensions run high, politics and science intersect, and it becomes a Herculean task to attempt to separate fact from fiction, truth from hyperbole, science from agenda. This is particularly true where youth are involved."
After every violent act involving a young person as the perpetrator, the same questions are asked. Do violent media lead to increased prevalence of violent crimes among youth and young adults? Are youth particularly susceptible to media effects because they are impressionable and impulsive? Does media coverage of spectacular crimes glorify these incidents and promote further violent acts?
How these questions are answered needs to be based on a dispassionate examination of the data available. Ferguson's work presents a thorough analysis of the media effects on young people's behavior, brain development in adolescence, ways adults can be misled about youth's participation in criminal acts, and how science can be manipulated by prevailing attitudes toward youth.
Ferguson adds, "As a media and violence researcher myself, I present the research as it is, not a glossed-over presentation of what some scientists, politicians, media companies or special interests groups would like it to be for their 'message.' Nor do I exonerate the media from any questionable motives or practices."
Adolescents, Crime and the Media looks specifically at violence in the media and media portrayals of crime and youth. It also covers research on violent television programs, video games, and other media as potential causes of crime. Finally, it presents insights on the effects of pornography on behavior and touches on public policy, censorship, and First Amendment issues.
Christopher Ferguson, Ph.D., is an associate professor of clinical and forensic psychology at Texas A&M International University. He recently participated in a meeting with Vice President Joe Biden as part of a task force on gun control. In the wake of the Sandy Hook shootings, Ferguson was widely sought out by the media as an expert on the possible connection between video games and youth violence.

Young Woman's Alleged Cancer Scam Shocks Community ? Get ...
MILLER PLACE, N.Y. (TheBlaze/AP) ? Those who took one look at Brittany Ozarowski had no doubt she was battling cancer. Her face was drawn and gaunt. She weighed a mere 80 pounds, hobbled gingerly on a cane, and complained of the toll chemotherapy and radiation treatments were taking on her fragile body.
Neighbors and friends wanted to help so much they gladly put donation jars on store counters, pulled cash out of their own pockets and organized fundraisers ? including a dinner dance and a dog-washing event ? that together raised tens of thousands of dollars. Ozarowski also had a website showing her in a wheelchair next to the plea: ?Help Save My Life.?
But then people began to wonder: Why didn?t she lose her hair after chemotherapy? Why didn?t she show up for a free exam at a neurologist? Why did she hang up when a man who ran a cancer charity offered $10,000 in treatments paid directly to a hospital?
The explanation from prosecutors hit this middle-class Long Island suburban community like a punch in the gut: The 21-year-old Ozarowski wasn?t battling cancer at all, they say, but was scamming people out of their money to feed a growing addiction to heroin.
?There was no cancer, no chemotherapy or radiation,? Suffolk County District Attorney Thomas Spota declared. ?All there was was heroin and more heroin.?
Prosecutors say there is no way of knowing how much money Ozarowski pocketed in the alleged scam, because so many of the donations were in cash.? But a local CBS report estimates it was in the tens of thousands.
There was $317 in the collection jar when?Ozarowski was arrested soliciting donations outside a supermarket on Easter, and investigators say there were at least two dozen jars in restaurants, pizzerias and stores across Long Island that Ozarowski collected from regularly over the past year.
More than 60 potential victims have called prosecutors since the arrest, along with dozens of cancer patients who have called just to vent their outrage.
?It wasn?t just about the money,? said Elizabeth Patricola, owner of ?Paws N Claws? pet grooming, and a breast cancer survivor who befriended the young woman after she and her grandmother came to her shop in March 2012. ?It was about the principle and the caring, the faith that we have in people. Everyone came together as a community to help. It broke my heart.?
Ozarowski told various versions of having either ovarian cancer, stomach cancer, bone cancer and brain cancer, prosecutors said. Patricola, who has been cancer free for four years, became suspicious when the young woman explained not losing her hair after chemotherapy because of ?special vitamins.?
?I?m so mad and I?m so sad at the same time,? said Denise Bambola, a next-door neighbor in the Selden community where Ozarowski grew up. ?I held her. I let her call me mama. I took care of her. She hurt me deeply.?
Tom O?Grady, owner of the Tuscany Gourmet Market, took a special interest after learning Ozarowski graduated from the same high school as his children. He said the woman?s grandmother first came into his butcher shop in March 2012. In the ensuing months, he got to know Ozarowski and figures he gave her $5,000 in increments of about $300 over several months.
?She played on the heartstrings of the public,? he said. ?All of this money could have went to a family that really needed it. We took it away from another child that needed help. It just sucks, in plain English.?
O?Grady said his wife took Ozarowski shopping for a new dress, hair and makeup for a fundraiser at the local Moose lodge that netted $7,200. Weeks later, she asked for more money for a neurologist. He arranged through a friend to get her free treatments from a neurologist at Stony Brook Medical Center, but she never showed, he said.
Ozarowski, a petite, doe-eyed woman who looks younger than her 21 years, worked for a time as a receptionist. She is being held on $75,000 bail after pleading not guilty to grand larceny, forgery and other charges in a 24-count indictment. If convicted, she could get up to seven years in prison.
Prosecutors say Ozarowski has a history of drug arrests dating to 2010. The forgery charges in the indictment are linked to doctor?s notes she allegedly wrote seeking postponement of court dates from four prior arrests.
Her attorney, George Duncan, said if the allegations of a drug problem are true, his client?s actions reflect a person who ?obviously went to great lengths to support that habit and she is in need of some sort of help or rehabilitation.? Duncan declined a request from The Associated Press to interview her in jail.
Suspicious donors went to authorities late last year, and an investigation continues into whether Ozarowski had any assistance. The young woman?s grandmother, identified as Judith Ozarowski, sold her Selden home and left town. Prosecutors said the woman told them she gave her granddaughter $100,000 in proceeds from the sale of the house, but they were still investigating that claim.
It?s hardly the first such scam. An Alabama woman was sentenced this month to 20 years in prison for collecting donations after lying about her son having cancer. In Arizona, a woman faces sentencing next month after admitting lying about needing a bone marrow transplant. Last year, an upstate New York woman admitted facing cancer so donors would pay for her ?dream wedding? and Caribbean honeymoon. She spent about two months in jail and was forced to pay back $13,000.
But area addiction specialists say the Ozarwoski case could be another symptom of a growing heroin problem in the area. Jeffrey Reynolds, the executive director of the Long Island Council on Alcohol and Drug Dependence, said that in the last four years, the number of people seeking assistance from opiate addiction has soared from 100 to 700 a month.
?I worry that she will become the poster child for heroin addiction,? Reynolds said. ?She makes it harder for people to seek treatment, and I think she makes it harder for charities, because people will be less likely to donate.?

NTSB seeks larger lesson in Boeing 787 battery fire

WASHINGTON/NEW YORK (Reuters) - The top U.S. transportation safety agency is looking beyond what caused a Boeing Co Dreamliner battery to fail in January at larger lessons that can be applied to the airplane certification process and new technologies.
A two-day hearing at the National Transportation Safety Board headquarters in Washington that began on Tuesday delved into what Boeing and the Federal Aviation Administration knew about volatile lithium-ion batteries when they proposed them for use on the Dreamliner, and how they addressed the risks.
Boeing said that it did not believe during design and testing that a fire could occur in the lithium-ion battery system that failed on the Dreamliner.
Under questioning, Mike Sinnett, Boeing's chief 787 engineer, said: "Any form of internal short circuit could lead to venting of that cell and release of electrolyte, but nothing more than that."
He added: "The only time we were ever able to make a cell vent with fire was with significant overcharging."
The hearing is part of the agency's investigation into what caused a battery to catch fire and burn on a parked 787 Dreamliner in Boston in January. The battery fire occurred after passengers had left the plane, and workers noticed smoke in the cabin. It took firefighters more than an hour to put the fire out.
"We are looking for lessons learned, not just for the design and certification of the failed battery but for knowledge that can be applied to emerging technologies," NTSB Chairman Deborah Hersman said in opening the hearing. "It's imperative to understand how to best oversee their development and certification."
Also in response to questions, Ali Bahrami, the transport airplane manager for the FAA, said the special conditions the agency established for the 787 battery addressed safety concerns for the aircraft "quite eloquently."
He added: "We did the best we could under the circumstances and the knowledge that existed" at the time to develop standards for the battery.
The proceeding is being simultaneously translated into French and Japanese to accommodate journalists and observers from Europe and Japan. In addition to Boeing and the Federal Aviation Administration, the NTSB has called witnesses from GS Yuasa Corp of Japan, which makes the 787 battery, and Thales SA of France, which makes the battery system.

Bail hearing set for 2 men in Canada terror plot
TORONTO (AP) ? Two men face bail hearings Tuesday after their arrest on charges of plotting a terrorist attack against a Canadian passenger train with support from al-Qaida elements in Iran, authorities said. The case has raised questions about Shiite-led Iran's murky relationship with the predominantly Sunni Arab terrorist network.
Chiheb Esseghaier, 30, and Raed Jaser, 35, had "direction and guidance" from al-Qaida members in Iran, though there was no reason to think the planned attacks were state-sponsored, Royal Canadian Mounted Police Assistant Commissioner James Malizia said Monday. Police said the men did not get financial support from al-Qaida, but declined to provide more details.
"This is the first known al-Qaida planned attack that we've experienced in Canada," Superintendent Doug Best told a news conference. Officials in Washington and Toronto said it had no connections to last week's bombings at the finish line of the Boston Marathon.
Iran's foreign ministry spokesman Ramin Mehmanparast told reporters on Tuesday there is no evidence of any Iranian involvement and groups such as al-Qaida have "no compatibility with Iran in both political and ideological fields."
"We oppose any terrorist and violent action that would jeopardize lives of innocent people," he said.
Mehmanparast called the Canadian claims part of hostile policies against Tehran, and accused Canada of indirectly aiding al-Qaida by joining Western support for Syrian rebels. Some Islamic militant factions, claiming allegiance to al-Qaida, have joined forces seeking to topple the regime of Bashar Assad, one of Iran's main allies in the region.
Charges against the two men include conspiring to carry out an attack and murder people in association with a terrorist group. Police said the men are not Canadian citizens and had been in Canada a "significant amount of time," but declined to say where they were from or why they were in the country.
The arrests in Montreal and Toronto bolstered allegations by some governments and experts of a relationship of convenience between Iran and al-Qaida.
Bruce Riedel, a CIA veteran who is now a Brookings Institution senior fellow, said al-Qaida has had a clandestine presence in Iran since at least 2001 and that neither the terror group nor Tehran speak openly about it.
"The Iranian regime kept some of these elements under house arrest," he said in an email to The Associated Press. "Some probably operate covertly. AQ members often transit Iran traveling between hideouts in Pakistan and Iraq."
U.S. intelligence officials have long tracked limited al-Qaida activity inside Iran. Remnants of al-Qaida's so-called management council are still there, though they are usually kept under virtual house arrest by an Iranian regime suspicious of the Sunni-/Salafi-based militant movement. There are also a small number of financiers and facilitators who help move money, and sometimes weapons and people throughout the region from their base in Iran.
Last fall, the Obama administration offered up to $12 million in rewards for information leading to the capture of two al-Qaida leaders based in Iran. The U.S. State Department described them as key facilitators in sending extremists to Iraq and Afghanistan. The U.S. Treasury Department also announced financial penalties against one of the men.
The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security.
The attack "was definitely in the planning stage but not imminent," RCMP chief superintendent Jennifer Strachan said Monday. "We are alleging that these two individuals took steps and conducted activities to initiate a terrorist attack. They watched trains and railways."
Strachan said they were targeting a route, but did not say whether it was a cross border route. Best said the duo had been under investigation since last fall. Esseghaier's bail hearing was scheduled in Toronto and Jaser's hearing was scheduled in Montreal on Tuesday.
Via Rail said that "at no time" were passengers or members of the public in imminent danger. Via trains_Canada's equivalent of Amtrak passenger trains in the U.S. ?carry nearly 4 million passengers annually.
In Washington, Amtrak president Joe Boardman said the Amtrak Police Department would continue to work with Canadian authorities to assist in the investigation. Via Rail and Amtrak jointly operate trains between Canada and the U.S.
Canada's Public Safety Minister Vic Toews said the arrests show that terrorism continues to be a real threat to Canada.
"Canada will not tolerate terrorist activity and we will not be used as a safe haven for terrorists or those who support terrorist activity," Toews said in the House of Commons.
U.S. Rep. Peter King, a New York Republican, said in a statement praising Canadian authorities for the arrests, that the attack was intended "to cause significant loss of human life including New Yorkers."
Muhammad Robert Heft, who runs an outreach organization for Islamic converts, and Hussein Hamdani, a lawyer and longtime advocate in the Muslim community, said one of the suspects is Tunisian and the other is from the United Arab Emirates. Heft and Hamdani were part of a group of Muslim community leaders who were briefed by the RCMP ahead of Monday's announcement.
In Abu Dhabi, a UAE source informed about the attack plot said there was "no UAE citizen" with the name Raed Jaser. The source spoke on condition of anonymity because he was not authorized to brief media.
Authorities were tipped off by members of the Muslim community, Best said.
The Canadian Council on American-Islamic Relations, a national Muslim civil liberties organization, planned to hold a news conference in Toronto on Tuesday to comment on the terror-related arrests.
A spokeswoman for the University of Sherbrooke near Montreal said Esseghaier studied there in 2008-2009. More recently, he has been doing doctoral research at the National Institute of Scientific Research, a spokeswoman at the training university confirmed.
Julie Martineau, a spokeswoman at the research institute, said Esseghaier began working at the center just outside Montreal in 2010 and was pursuing a Ph.D. in nanotechnology.
"We are, of course, very surprised," she said.
A LinkedIn page showing a man with Esseghaier's name and academic background said he helped author a number of biology research papers, including on HIV and cancer detection. The page says he was a student in Tunisia before moving to Canada in the summer of 2008.
The page carries a photo of a black flag inscribed with the Muslim declaration of faith: "There is no god but God and Muhammad is his prophet." The same flag was used by al-Qaida in Iraq and then started being used by ultraconservative Islamic groups in Egypt, Tunisia, Mali and elsewhere across the region.
In Markham, Ontario, north of Toronto, police tape cordoned off half of a duplex, with officers remaining at the scene well into the night. Sanjay Chaudhary, who lives in the other half of the duplex with his family, said the RCMP questioned him about his neighbor Jaser, asking whether he knew him or spoke to him often.
