No water, no power means days of misery for Louisiana

NEW ORLEANS (AP) ? Isaac crawled into the nation's midsection early Friday, leaving a soggy mess in Louisiana. Neighborhoods were underwater, and many homes that stayed dry didn't have lights, air conditioning or clean water.

It will be a few days before the soupy brown water recedes and people forced out of flooded neighborhoods can return home.

And the damage may not be done. Officials were pumping water from a reservoir to ease the pressure behind an Isaac-stressed dam in Mississippi on the Louisiana border. In Arkansas, power lines were downed and trees knocked over as Isaac moved north into the state.

The earthen dam on Lake Tangipahoa could unleash a 17-foot flood crest downstream in Louisiana if it were to give way, which prompted evacuations in small towns and rural areas Thursday. Officials plan to punch a hole in the dam to release excess water in a controlled fashion but were waiting for daylight Friday to decide exactly where and when, said Donnie Hodges with the Pike County, Miss., Office of Civil Defense.

New Orleans, spared any major damage, lifted its curfew and returned to its usual liveliness, although it was dampened by heavy humidity.

"I have a battery-operated fan. This is the only thing keeping me going," said Rhyn Pate, a food services worker who sat under the eaves of a porch with other renters, making the best of the circumstances. "And a fly swatter to keep the bugs off me ? and the most important thing, insect repellent."

The heat was getting to Marguerite Boudreaux, 85, in Gretna, a suburb of New Orleans.

"I have a daughter who is an invalid and then my husband is 90 years old, so he's slowing down a lot," she said, red in the face as she stood in the doorway of her house, damp and musky from the lack of air conditioning.

Isaac dumped as much as 16 inches of rain in some areas, and about 500 people had to be rescued by boat or high-water vehicles.

At least four deaths were reported in Louisiana and Mississippi.

The latest two victims, a man and a woman, were discovered late Thursday in a home in the hard-hit town of Braithwaite, south of New Orleans. Authorities said deputies went to search for the couple after someone reported they had apparently not escaped the flooding. Their names were not immediately released.

On Grand Isle, a barrier island on the Gulf, the town pumped away water. Sections of the only road to town had washed out.

On a street turned river in Reserve, on the east bank of the Mississippi River, two young men ferried their neighbors to the highway in a johnboat, using boards as paddles.

Lucien Chopin, 29, was last to leave his house, waiting until his wife and three kids, ages 7, 5 and 1 were safely away.

He was finally joining them late Thursday, hoping they would find a shelter.

His van was underwater and water flowed waist-high in the house he'd rented for eight months.

"It's like, everything is down the drain. I lost everything. I've gotta start all over."

Chopin was upset that pumps meant to keep the area dry either failed or were shut off.

"We knew it was coming, but they didn't tell us we had to evacuate. We had no idea it was gonna be like this," he said, a refrain echoed by many.

Cisco Gonzales, a heating and air conditioning business owner, said he got his boat and truck and headed for higher ground when he heard the water was rising quickly, from 0 to 6 feet of water in five minutes.

"I've never seen so much water in my life," said Gonzales, who built a home in Braithwaite, southeast of the city, after his previous home was damaged by Katrina in 2005.

He rode out the storm at a ferry landing and when the weather calmed, he went out and rescued about a dozen people.

"I got back to my house to assess the situation, and it's a mess," he said. "That's all I can say."

Isaac hit on the seventh anniversary of Katrina, a hurricane that devastated New Orleans.

The two storms had little in common. Katrina came ashore as a Category 3 storm, while Isaac was a Category 1 at its peak. Katrina barreled into the state and quickly moved through. Isaac lingered across the landscape at less than 10 mph and wobbled constantly. Because of its sluggishness, Isaac dumped copious amounts of rain. Many people said more water inundated their homes during this storm than during Katrina.

Both storms, however, caused the Mississippi River to flow backward. And both prompted criticism of government officials.

In the case of Isaac, officials' calls for evacuations so long after the storm made landfall caused some consternation.

Jefferson Parish Council President Chris Roberts said forecasters at the National Hurricane Center in Miami needed a new way of measuring the danger that goes beyond wind speed.

"The risk that a public official has is, people say, 'Aw, it's a Category 1 storm, and you guys are out there calling for mandatory evacuations,'" Roberts said.

Eric Blake, a specialist at the hurricane center, said that although Isaac's cone shifted west as it zigzagged toward the Gulf Coast, forecasters accurately predicted its path, intensity and rainfall. He did say the storm came ashore somewhat slower than anticipated.

Blake cautioned against using Katrina as a benchmark for flooding during other storms.

"Every hurricane is different," Blake said. "If you're trying to use the last hurricane to gauge your storm surge risk, it's very dangerous."

Crews intentionally breached a levee that was strained by Isaac's floodwaters in southeast Louisiana's Plaquemines Parish, which is outside the federal levee system. Aerial images showed the water gushing out.

In Louisiana alone, the storm cut power to 901,000 homes and businesses, or about 47 percent of the state. That was down to 39 percent, or about 821,000, by Thursday evening, the Public Service Commission said.

Entergy Corp., Louisiana's largest power company, said Isaac knocked out power to nearly 770,000 of its customers in Louisiana, Mississippi and Arkansas. Only three storms have left more customers without power: Hurricanes Katrina (1.1 million), Gustav (964,000) and Rita (800,000), the company said in a news release.

More than 15,000 utility workers began restoring power to customers in Louisiana and Mississippi, but officials said it would be at least two days before power was fully restored.

In Mississippi, several coastal communities struggled with all the extra water, including Pascagoula, where a large portion of the city flooded and water blocked downtown intersections.

High water also prevented more than 800 people from returning to their homes in Bay St. Louis, a small town that lost most of its business district to Katrina's storm surge.

Robbie Daniel, 55, an industrial engineer, and his wife, Kathi, a retired school teacher, live in a house on the Tchoutacabouffa River in Biloxi, and hadn't left home since Tuesday. Their house is on stilts and was surrounded by chest deep water.

Kathi saw online Thursday that casinos could be opening so they hopped in a kayak, paddled to their car on higher ground and drove to Island View Casino Resort in Gulfport.

"Tired of sitting there watching rain," Kathi said.

Beach Cottage Hallway in the Spring |

Good moaning Beach Cottage friends, a little bit of my old hallway today?another place that is feeling like Spring in our cottage?

You already know from yesterday, that, around here, Winter is tailing off?I think that really becomes apparent here when the coats get moved from the hallway to stored away in a cupboard for the next 8 months?

Now I may just be jumping the gun a bit, because there is definitely still a nip in the air, but, this weekend the hallway got zapped and Winter things got put away.

I have recently been putting quite a bit of effort into keeping this old cottage looking the way I want it to look, more of the time, I have been de-cluttering, re-organizing, chucking out the chintz, scrubbing and spritzing?and a few people commented on Instagram about how it always seems tidy and clean here?

Well I would like it to be like that all the time, but remember I show you the good bits on here?when the Beach Cottage Crew are home from school and husbands kick off their shoes at the end of the day it certainly is not looking all things perfect ?what you see is how I like it, I come here to make me smile, to inspire me to continue to make improvements in our home and to celebrate the little things of our new life by the sea in Australia?it just as simple as that..

And this is part of all of that? the hallway, tidied up of Winter stuff?

?doors wide open, fresh air wooshing through, sunshine streaming in and Summer baskets back in rotation, waiting to go?

I moved this old white ladder in here and the unit that was in here out?it?s just too tiny for much and I thought the ladder might hold a few things but without making it too cluttered?it used to live in the bathroom, in fact it?s lived most places now..

I do wish there was some magic potion for the keeping-everything-straight-whilst-having-three-kiddos-and-a-puppy-scenario ? some secret little housekeeper?s pill or some amazing ?system? that works?

?the only answer to it all I thought as I got down to it in here, is as ever in life, a bit of hard work, a tad of elbow grease and that you reap what you sow.

Tropical Storm Isaac lashes Cuba, with Florida Keys in sights

HAVANA (Reuters) - Tropical Storm Isaac, back over warm ocean waters, lashed Cuba with winds and rain as it swept toward the Florida Keys, where it was expected to strike on Sunday as a minor hurricane.

The storm left six dead in Haiti, still recovering from a 2010 earthquake, and at least three missing in the Dominican Republic after battering their shared island of Hispaniola on Saturday.

No deaths or injuries had been reported in Cuba, which got off lightly when the storm crossed its eastern flank instead of raking up the length of the island as originally predicted, but still suffered damages.

Though still 205 miles east-southeast of Key West, it was already causing problems in the United States.

Energy producers in the Gulf of Mexico were shutting in production and the U.S. Republican Party said it would recess its national convention in Tampa, Florida for a day out of safety concerns as the storm bore down on the state.

The storm could force a short-term shut-down of 43 percent of U.S. offshore oil capacity and 38 percent of its natural gas output, according to forecasters at Weather Insight, an arm of Thomson Reuters. See a FACTBOX at:.

Republicans, who will formally nominate former Massachusetts Governor Mitt Romney as their presidential candidate for the November election, will convene their four-day meeting on Monday as scheduled, then recess until Tuesday.

Tampa, located on Florida's west coast, could feel the effects of Isaac, whose tropical storm force winds extend 205 miles from its center.

In its latest advisory, the National Hurricane Center in Miami said Isaac was 215 miles east of Havana and cruising northwest at 18 miles per hour.

Its top winds were near 65 miles per hour, but the center said it appeared to be gathering steam and was expected to be at or near hurricane strength when it reached Key West, 90 miles north of Cuba.

A storm becomes a hurricane when sustained winds reach a minimum of 74 miles per hour.

After passing through the Keys, Isaac was expected to move into the northeastern gulf, add more punch and hit the Florida panhandle or further west as a Category 2 storm with 100 mile per hour winds.

CRASHING WAVES, FLOODING

The Cuban Meteorological Institute warned the storm could do more damage to the communist island because it was expected to run near and parallel to the northern coast all the way into the Florida Straits, which separate the U.S. and Cuba.

Radar showed most of Isaac's powerful rainstorms were north of the island, but eastern Cuba, hit hard on Saturday, was still getting downpours that dropped more than three inches (80 mm) of rain in three hours.

As the storm moved closer to Havana, wind gusts and driving rains intermittently hit the city.

Baracoa, the island's easternmost city, appeared to get the worst of the storm, which sent 13-foot waves crashing over the seawall and into the streets. Cuban TV reports said more than a thousand people had to be evacuated and 50 buildings were damaged.

"The force of the waves has destroyed the farmer's market for small businesses, also the children's area of a park and various homes," said Baracoa resident Olider Aguilera by telephone. "But I can tell you that the people are not afraid. They're accustomed to meteorological phenomena stronger than this," he told Reuters.

In Haiti, Isaac added to the misery of more than 350,000 survivors of the 2010 earthquake still living in flimsy resettlement camps as water gushed into tents and corrugated plastic shacks ripped apart by the wind.

Authorities said six people were known dead, including a 10-year-old girl killed when a wall fell on her and a woman crushed to death by a falling tree.

Many main roads were blocked or impassable and 14,000 people had been evacuated to shelters, they said.

In the Dominican Republic, officials said three people were missing, including the mayor of a town near Santo Domingo swept away as he tried to save another person from a flooded river.

They said 764 homes had been damaged by the storm and more than 9,600 people evacuated from storm-struck areas.

Recreating the Olympics on a Galaxy Note

You may remember the Olympics, it had rather a lot of coverage world wide. Well our very own Leigh Geary was invited by Samsung along with a few other people to document parts of the Olympics using only a Galaxy Note.

This year during the London 2012 Olympic Games, we teamed up with some bloggers and creative animators to create a series of unique videos of the Games from a spectators? point of view.

This video was directed by Leigh Geary, a tech blogger from CoolSmartphone. With the GALAXY Note in his hands, Leigh and his creative partner for the day came up with a concept to capture the Japan vs. Egypt football match day using cartoons animation. Leigh was especially excited knowing his four-year-old son at home would be able to enjoy it too.

The GALAXY Note was used to create sketches and photos that made it in to this video.

Here is the making of video, which as expected shows lots of shots of the Galaxy Note.

This year at the Olympic Games, we invited four bloggers, Andrew, Derek, Graham and Leigh, to experience the excitement of the Games through the GALAXY Note.

When watching the Japan vs. Egypt football match, each of the bloggers was paired with a creative partner to come up with a concept for an animated video that would capture their personal experience at the match.

All the initial designs, concepts, sketches, imagery and footage were taken using the Samsung Galaxy?Note and then later made into animated shots by a talented group of animators.

Last of all we have the completed video from all of the bloggers.

New Czech films to be presented in Israel

Prague, Aug 15 (CTK) - The third Czech Film Weeks in Israel to be held on August 19-September 8 will present eight Czech films that were shot in the past few years, Petra Jungwirthova, from the Czech Centres, which help organise the festival, told CTK Wednesday.

The festival will offer five full-length feature films and three documentaries. It will be held simultaneously in several towns, such as Jerusalem, Tel Aviv, Haifa, Sderot and for the first time also Herzliya.

The event will open with the screening of the contemporary "road movie" Long Live the Family (Rodina je zaklad statu, 2011) directed by Robert Sedlacek in Jerusalem on August 19.

"Some 5000 people annually visit the festival. This year the audience can look forward to over 40 screenings," Jungwirthova said.

Radim Prochazka, producer of Long Live the Family, will attend the official opening and he will introduce his own documentary film, Catenaccio a la Drnovice or Journey to the Beginning of the Time of Economic Transformation (Drnovicke catenaccio, 2010) at the festival.

The audience in Israel will also have a chance to see another feature film by Sedlacek, Rules of Lies (2006), Flower Buds (Poupata, 2011) by Zdenek Jirasky, Czech-Slovak film Love directed by Jakub Kroner, Miloslav Smidmajer's comedy I Wake Up Yesterday (Probudim se vcera, 2012) and his documentary Milos Forman: What Doesn't Kill You... (Co te nezabije, 2009) about this famous Czech-born U.S. film-maker who turned 80 this year, and Generation Singles (Generace Singles, 2011) documentary by Jana Poctova.

Czech centres annually organise some 900 film events in the world. Along with preparing film festivals and retrospectives, they are promoting Czech cinematography and film-makers at international festivals.

Colorado State University - Pueblo hosts new system chancellor on August 23 and 24

PUEBLO ? New Colorado State University System Chancellor Michael Martin will make his first official visit to Pueblo on Aug. 23-24. The CSU System Board of Governors announced in June that Martin was appointed the next chancellor of the three-campus, statewide system. Martin began his duties on August 15.

Martin comes to the CSU System from Louisiana State University, where he served as chancellor since 2008. Prior to that, he was president at of New Mexico State University, a designated Hispanic Serving Institution like CSU-Pueblo, where he successfully worked to bolster fundraising and increase enrollment. Martin was recommended to the Board by an 11-member committee that spent nearly eight months conducting a nationwide search for the next chancellor.

The community will have two chances to meet Chancellor Martin -- at a reception from 5-7 p.m. on Thursday, Aug. 23 or a 7:30 a.m. breakfast reception, both in the Hearthwell Lounge.? JPMorgan picks panel for "whale" inquiry: WSJ

(Reuters) - JPMorgan Chase & Co has picked Lee Raymond, ex-chief executive of oil major Exxon Mobil Corp , to head an inquiry into losses in a credit derivative portfolio run by its London-based Chief Investment Office (CIO), the Wall Street Journal reported.

The company also appointed William Weldon - chairman of Johnson & Johnson - and real estate developer Laban Jackson to the inquiry panel, the business daily said, citing people close to the probe.

Raymond, 73, was chief executive and chairman of Exxon from 1993 to 2005 and was already an independent director of the bank, among other positions.

The panel, which will double-check the previous findings of management and will interview company employees where necessary, is not expected to complete its review until late fall or early winter, the sources told the Journal.

JPMorgan, whose $2.29 trillion of assets make it the biggest U.S.-based bank, has been fighting to reclaim its reputation after the CIO built up a massive credit derivatives portfolio that had trading losses of nearly $6 billion.

The losses from the bets, known as the "London Whale" trades after the nickname of one of the CIO's traders, were a huge blow for the bank's CEO Jamie Dimon, long praised for his risk-management skills.

JPMorgan was not available for comment on the appointments to the panel outside regular business hours.

(AP) ? Scotland Yard says it has arrested a handful of people outside the Ecuadorean Embassy in London as supporters gather to defend WikiLeaks founder Julian Assange.

A police spokesman said three people have been arrested. He didn't give a reason, but an Associated Press reporter at the scene saw several people being dragged away from the embassy after refusing police orders to move across the street Thursday.

Police and protesters converged on the embassy in the upscale Knightsbridge neighborhood of London Wednesday night after the Ecuadorean government accused Britain of threatening to "assault" the mission if Assange weren't handed over.

Assange has been holed up in the building since June 19 in a bid to avoid extradition to Sweden, where he's wanted over allegations of sexual misconduct.

Wall Street slips after six-day run; Japan data weighs

NEW YORK (Reuters) - Stocks ended slightly lower on Monday as fatigue set in after a six-day rally and disappointing Japanese growth data provided a fresh reminder of the headwinds facing the global economy.

The benchmark S&P 500 index had risen 3 percent over the prior six sessions, its longest rally since December 2010. But gains had slowed, with the index hovering at highs not seen since May. The S&P 500 was still up 1.8 percent for the month.

Stocks have been buoyed by expectations central banks would step in soon to support the flagging global recovery and roll back the euro zone debt crisis.

Much of the action, however, is unlikely before September, when the Federal Reserve and European Central bank next hold policy meetings, leaving markets in a holding pattern until then.

"Coming off the heels of a light week on the economic front, the markets remain in what some have called a state of 'melting up.' Whether the market's strength is artificially induced or not, the greater risk for traders at the moment is in missing out on the upside," said Randy Frederick, managing director of Active Trading & Derivatives at Charles Schwab.

With "the European Central Bank, the U.S. Federal Reserve and the People's Bank of China all standing in the wings ready to take action to support their respective economies, the downside risks in the market have been greatly reduced at the moment," he added.

The CBOE VIX Volatility index <.vix>, seen as a proxy for investors' fears, fell more than 7 percent to 13.70, its lowest level in over five years. The decline was unusual as the index typically moves inversely to the S&P 500, suggesting investors were not overly concerned about the market's outlook.

"Bullish sentiment in equities remains high with S&P 500 1-month call-side skew now at the 98th percentile," said Credit Suisse equity derivatives strategy team.

A skew refers to the balance between options betting on the S&P 500 falling - puts - or rising - calls.

The Dow Jones industrial average <.dji> ended down 38.52 points, or 0.29 percent, at 13,169.43. The Standard & Poor's 500 Index <.spx> was down 1.76 points, or 0.13 percent, at 1,404.11. The Nasdaq Composite Index <.ixic> was up 1.66 points, or 0.05 percent, at 3,022.52.

Japan's gross domestic product expanded just 0.3 percent in the April-June period, half the expected pace, raising doubts about the strength of the recovery and highlighting the impact of Europe's debt crisis on worldwide demand.

Late on Friday, the head of the San Francisco Federal Reserve said the Fed should launch a fresh round of bond buying to lower the U.S. unemployment rate more quickly, fueling speculation that the central bank could soon unveil a new round of stimulus.

Much of the money entering the U.S. equity market since the rally started in June has gone into defensive sectors. But investors are eyeing early signs that more aggressive areas of the market -- such as small-caps and cyclical sectors -- are starting to do better, a key factor if the rally is to continue.

"Those are the sectors that will need to lead to continue the rally, whether they can do it on their own remains to be seen. I'm not sure we will get out of the summer without a pullback," said Janna Sampson, co-chief investment officer at OakBrook Investments LLC in Lisle, Illinois.

Sampson said she was still cautious over the potential for developments in Europe's debt crisis to blindside the market, adding that she would closely watch data to see if improvement in the U.S. labor market would continue.

Tesoro Corp moved on Monday to create the biggest U.S. refining empire in the Pacific Basin with a $2.5 billion deal to buy BP's Carson plant in the isolated California market. Tesoro shares rose 9.5 percent to $38.87 while U.S.-listed shares of BP fell 0.7 percent to $42.09.

New genetic regions influencing blood glucose traits revealed

ScienceDaily (Aug. 9, 2012) ? The teams found that this technology, called MetaboChip, that is 100 times faster than previous methods, could identify regions that are less strongly detected through genetic studies -- giving a robust new method to search for the genetic underpinnings of these diseases.

Researchers have identified 38 new genetic regions that are associated with glucose and insulin levels in the blood. This brings the total number of genetic regions associated with glucose and insulin levels to 53, over half of which are associated with type 2 diabetes.

The researchers used a technology that is 100 times more powerful than previous techniques used to follow-up on genome-wide association results. This technology, Metabochip, was designed as a cost-effective way to find and map genomic regions for a range of cardiovascular and metabolic characteristics on a large scale. Previous approaches were not cost effective and tested only 30-40 DNA sequence variations, but this chip allowed researchers to look at up to 200,000DNA sequence variations for many different traits at one time. The team hoped to find new variants influencing blood glucose and insulin traits and to identify pathways involved in the regulation of insulin and glucose levels.

"We wanted to use this improved Metabochip technology to see whether we could find additional genomic associations that may have been previously missed," says Dr Claudia Langenberg, co-lead author from the Medical Research Council Epidemiology Unit, Cambridge. "Our earlier work identified 23 genetic regions associated with blood glucose levels, highlighting important biological pathways involved in the regulation of glucose. At that stage, and before the design of the Metabochip, we were still limited by our capacity to quickly follow-up and afford parallel genotyping of promising, but unconfirmed genetic regions associated with glucose levels in many different studies across the world."

The team combined data from new samples typed on the Metabochip with data from a previous study to discover genetic regions associated with blood glucose and insulin levels. They identified 38 previously unknown regions for three different quantitative traits associated with blood glucose levels; fasting glucose concentrations, fasting insulin concentrations and post-challenge glucose concentrations.

"Our research is beginning to allow us to look at the overlap between genomic regions that influence insulin levels and other metabolic traits," says Dr Inga Prokopenko, co-lead author from the University of Oxford. "We observed some overlap between the regions we identified and genetic regions associated with abdominal obesity and various lipid levels, which are a hallmark of insulin resistance. We hope that these studies will help to find gene networks with potential key modifiers for important metabolic processes and related diseases, such as type 2 diabetes."

The team also found many more, less significant, genetic regions that may be associated with blood glucose and insulin levels but currently don't have the available data to definitively establish them as genome-wide significant. This supports previous evidence that there is a long tail of many other genetic regions that add up to quite small genetic effects but may increase the risk of such diseases as diabetes.Collectively, these less significant associations may represent important blood glucose and insulin level associations.

"In addition to these top signals there is statistical evidence that many other regions that appear to be biologically plausible also influence these traits, but what's limiting is that we don't have large enough sample sizes to have the power to validate them," explains Dr In?s Barroso, co-lead author from the Wellcome Trust Sanger Institute. "Nevertheless, studying these functionally would be extremely beneficial if we want to fully understand the biology of blood glucose levels and the origin of diabetes."

"What we've found in this study is a number of genomic regions that influence blood glucose and insulin traits. Further analysis such as genetic mapping or 'fine-mapping' and functional analysis will expand and improve our understanding of the control of glucose and insulin levels in healthy persons and what goes wrong in type 2 diabetes patients."

Locals demand Belgian child killer stay in prison

MALONNE, Belgium (AP) ? About 1,000 people protested Friday the planned early release from prison of the ex-wife of a Belgian pedophile who aided her husband's abuse and murder of young girls.

The protest took place in Malonne, 45 miles (75 kilometers) southeast of Brussels, where a convent has offered to take in Michelle Martin, former wife of Marc Dutroux, who is serving life in prison. Martin was convicted of helping her husband kidnap, rape and kill several young girls in the 1990's. She also allowed two 8-year-old girls imprisoned in the basement to die of starvation while Dutroux spent four months in jail for theft.

Residents of Malonne said the idea of having Martin live in the convent was repugnant. "I don't understand how we can release someone who let children die in a cave," said Monique Pire.

The protesters said Martin should not be free to come and go from the convent, which is near three schools. They were not allowed to walk directly in front of the monastery. But in a side street with a view of the convent, they shouted and whistled, then released black and white balloons into the air.

The demonstration was peaceful.

Maxime Prevot, mayor of the nearby city of Namur, who is also responsible for Malonne, said he was concerned about Martin's possible arrival in the village.

"I notified the minister of justice about the public order troubles that are already happening, and for which I am responsible. So one can imagine the significance of the troubles that could happen if the decision is confirmed," Prevot said.

"And I told her it would be impossible for the city to guarantee the security of Michelle Martin and of the nuns, should she actually come to Malonne," he said.

Tommy Scholtes, the spokesman for Belgium's Catholic archbishops, told Associated Press Television News that the decision to take Martin in had been made solely by the nuns in the convent.

"Religious communities are relatively independent, so it means that by themselves they are able ? they have the right to decide who they can welcome," Scholtes said.

The case is one of the most sensational in Belgium's recent history. Dutroux, now 55, is serving a life term for kidnapping, torturing and abusing six girls in 1995 and 1996, and murdering four of them. Martin, now 52, was given a 30-year prison term in 2004 for not freeing girls Dutroux held captive behind a secret door in their decrepit, dirty basement in Marcinelle, 40 miles (65 kilometers) south of Brussels.

Including the credit given for the time spent in prison before her trial, Martin has served 16 years of her sentence ? slightly more than half. She's expected to be released within weeks.
