The US shale gas boom, drastically cutting the cost of gas, is shaking the foundations of the Saudi Arabian economic model?and more is coming. The highly profitable $100bn Gulf petrochemical industry is taking a hit as its biggest customer?the U.S.?is importing less and relying instead on domestic production.

US petrochemical companies, propelled by cheaper access to raw materials, are competing effectively against companies like the Saudi Basic Industries Corp (Sabic), the world?s largest chemical maker. Sabic also has some home-grown problems. The rapidly growing Saudi population wants to consume (subsidized) petrochemicals at home, air conditioning Saudi houses and running Saudi cars instead of exporting product abroad. Falling production, demand, and prices are beginning to hurt the once stalwart $89bn company. . . .

US gas prices have plummeted due to new techniques, known as fracking and horizontal drilling, developed to extract the vast deposits of shale gas in the North American bedrock. Production has jumped by nearly a quarter since 2000, reducing demand for Saudi gas. If China figures out how to exploit its own shale gas reserves the Saudis will have every reason to be nervous. The two pillars of the Saudi economy?oil and petrochemical exports?will both be on shaky ground.

But the changing energy landscape threatens more than economic consequences for the Gulf state. The US could surpass Saudi Arabia as the world?s leading oil producer by 2020, and this could mean big changes for US foreign policy and the domestic economy.

Terroristic Islam worldwide is basically a Saudi export, fueled by Saudi money. The less Saudi money, the better.

Arizona St. beats Navy 62-28 in Fight Hunger Bowl

SAN FRANCISCO (AP) ? Taylor Kelly, Marion Grice and the rest of the Arizona State offense put an emphatic finish on coach Todd Graham's successful first season with the Sun Devils.

Kelly threw four touchdown passes and ran for a fifth score to lead Arizona State to its first bowl win in seven years, a 62-28 victory over Navy in the Fight Hunger Bowl on Saturday.

Offensive MVP Marion Grice ran for 159 yards and two touchdowns for the Sun Devils (8-5), who used their fast-paced spread offense to score touchdowns on their first nine possessions.

"Our guys came to play today and dominated," Graham said. "I'm proud of them."

The Sun Devils won their most games since 2007 and won a bowl for the first time since the 2005 Insight Bowl against Rutgers. They also capped their season by beating rival Arizona and winning a bowl, a feat they had accomplished just once in the past 33 seasons.

"This win means a lot ? 1978 is a long time," said Rashad Ross, who caught three touchdown passes. "I'm just glad to be on this team, the team that finally did it: Beat U of A and then go on and win a bowl game."

The Midshipmen (8-5) have lost five of their last six bowl games. Among the few highlights for Navy were Keenan Reynolds' 3-yard TD pass to Matt Aiken in the first half and a 95-yard kickoff return for a score by Gee Gee Greene in the third quarter.

Rashad Ross, who grew up in nearby Vallejo, started and ended the first-half outburst with touchdown receptions. His 16-yard catch from Kelly capped a 75-yard game-opening drive and he got behind the Navy defense for a 52-yard score in the final minute of the half to make it 34-7. Ross then caught a 50-yard TD pass on Arizona State's first drive of the second half to make it 41-7.

Grice, playing with a heavy heart after his brother was murdered last week in Houston, scored on a 10-yard run in the first quarter and a 39-yarder in the third. He had 19 touchdowns this season, with 11 coming on the ground.

"We opened our arms out for Marion," Kelly said. "We're all with him. He's in our prayers and our family. He's having a hard time in the locker room or he'd be out here. He's all into this program. He wanted to come out and play for his brother and his family and also our brothers."

Much of the talk leading up to the game was how Arizona State would handle Navy's unique triple-option offense. It turned out that the Midshipmen had much more trouble with the Sun Devils' spread, giving up 648 yards.

"We couldn't stop them," linebacker Brye French said. "Everything that they would try, they just dominated us in basically every aspect of the game. It was very frustrating but you have to give them credit. They had a great game plan. They executed on everything. They had the deep ball, they had the run, they had the short pass. They had a great game plan and we just couldn't stop them."

Arizona State had seven touchdown drives of at least 60 yards in the first three quarters and had just three third-down plays in that span as Kelly easily picked apart the defense. The longest drive took just 2:43 and one of the quickest came at the end of the half when the Sun Devils went 80 yards in two plays covering 19 seconds after Nick Sloan missed a 33-yard field goal for Navy.

Kelly finished 17 for 19 for 268 yards, ending the season completing a school-record 67.1 percent of his passes. He also rushed for 81 yards, scoring on a 1-yard run that made it 21-0.

The Midshipmen had a few opportunities to keep the game close on offense in the first half but Greene was unable to hold onto a pass in the end zone on fourth-and-7 from the 31 in the first quarter and Reynolds lost 3 yards on a third-and-1 keeper from the 8 before Sloan's missed field goal.

"We kind of shot ourselves in the foot a couple times when we couldn't score," Reynolds said. "We could have put ourselves in the game ... but if you don't score points you don't win the game, no matter what goes on on the opposite side of the football."

Sen. John McCain, a former Navy fighter pilot who represents Arizona in Congress, handled the pregame toss. Instead of using a coin, the game sponsored by Kraft uses an Oreo, with one side being a chocolate cookie and the other vanilla.

Before that, Pat Tillman Sr. presented Sun Devils defensive tackle Will Sutton the Pac-12 defensive player of the year award named after his son, the former ASU star who died as an Army ranger in Afghanistan.

Sutton had 2 1/2 sacks to win defensive player of the game as the Sun Devils kept Navy grounded until the reserves took over on defense in the fourth quarter.

"I hope we never play that triple option again," Sutton said. "We handled it real well. We've been practicing about a month for this game. In due time, we were going to get it down. We did and we came and had a good game."

You usually can judge Vladimir Putin?s dislike of a reporter's question by the intensity of his expression. Such was the case this week at his annual news conference, when he greeted with a hard scowl the subject of pending Russian legislation that would ban Americans from adopting orphaned children. Mr. Putin unleashed invective on the fact that consular representatives aren?t allowed to visit adopted Russian children in the United States.

As is often the case in Russia, there is the issue of what is going on versus what is really going on. And as is often the case in Russia, it?s complicated.

There is very little doubt as to the goal of the legislation, which passed its third and final reading in the lower house of parliament Friday and must still be signed by Putin. The bill is named after Dima Yakovlev, the toddler who died of heat stroke in 2007 after his adopted father forgot him in a locked car in Virginia for nine hours. The father, Miles Harrison, was acquitted of involuntary manslaughter in the death of Dima, whose adopted name was Chase. His acquittal in 2008 sparked banner newspaper headlines, incendiary TV news reports, and howls of outrage in Russia.

Lawmakers in the State Duma made it clear that today's legislation is a direct response to the US ?Magnitsky Act,? a law designed to sanction a particular group of Russian officials connected to the death of a whistle-blowing lawyer in a Moscow prison.

In other words, a law designed to punish people tied to a lawyer?s prison death has been answered with a law to prevent people from adopting orphaned children, many of whom have have developmental or other disabilities and will otherwise end up living much of their lives in orphanages that often resemble state mental hospitals of a bygone era.

Adoption is a searingly emotional issue for Russians, and one easily manipulated by the Kremlin. The institution of adoption is relatively uncommon in Russia, for cultural and other reasons. And judging by headlines in the Moscow tabloids, and the rhetoric of some state lawmakers, you?d think that Americans adopt Russian children to eat them.

Brazil proposes looser fiscal rules to spur growth

SAO PAULO (Reuters) - Brazil's government has proposed changes to a fiscal responsibility law that set the foundation for a decade of economic prosperity in Latin America's largest economy, two local newspapers said on Saturday.

The changes would make it easier for the government to cut Brazil's high tax burden and enact other stimulus measures after two years of slow economic growth, but they could also rattle investors who fear President Dilma Rousseff has been too quick to modify bedrock economic principles.

Changing part of the law enacted in 2000 would remove "the shackles of economic policy," an unnamed source from the finance ministry told Estado de Sao Paulo newspaper.

A finance ministry spokesman did not respond to an emailed request for comment.

Rousseff's economic team included the proposed changes in a bill aimed at fiscal reform at the state level on Friday, the newspapers said. That day, the government also posted a deficit of 5.5 billion reais ($2.7 billion) for November, jeopardizing its ability to meet a closely watched annual fiscal target.

The government needs to post a primary surplus of 31.5 billion reais in December to meet the target, and on Friday passed a decree that would allow it to dip into its sovereign wealth fund if tax income is lower than expected this month.

Rousseff has dished out tax breaks and intervened in state-run companies to cut electricity costs as she tries to boost growth, but the measures have dragged down government revenues.

The fiscal responsibility law put an end to a series of financial crises that rocked Brazil in the 1980s and 1990s. Brazil's finances are much more solid now, but any change to the text could unsettle investors.

At the same time her commitment to fiscal responsibility is being questioned, Rousseff has been under pressure to make even deeper structural reforms since economic growth slowed to a mere 0.6 percent in the third quarter of 2012.

Those efforts have drawn criticism from the TCU, a government agency that audits public spending, according to stories in Folha de Sao Paulo and Estado de Sao Paulo newspapers on Saturday.

The government believes altering the fiscal responsibility law would remove such constraints. Congress will consider the proposal after February, the papers said.

Despite slow growth and the increasingly unlikely fiscal target, many aspects of Brazil's economy still seem healthy compared to much of the developed world.

Unemployment remains near a record low, the debt to gross domestic product ratio has fallen below that of the United States and many European economies, and Rousseff is popular among voters who believe the economy will eventually improve.

NHL makes new offer; lockout enters critical stage

NEW YORK (AP) ? The NHL's latest offer to the players' association was enough for the sides to make plans to meet this weekend.

Deputy commissioner Bill Daly said Friday the league presented its proposal Thursday. The sides haven't met in person since a second round of talks with a federal mediator broke down Dec. 13.

The NHL and the players' association are expected to talk via conference call on Saturday, and have tentative plans to meet Sunday in New York.

The league's comprehensive new offer, that is several hundred pages in length, was still being reviewed by the union Friday night. The players' association's executive board and negotiating committee went over the proposal during an internal conference call.

"We delivered to the union a new, comprehensive proposal for a successor CBA," Daly said in a statement Friday. "We are not prepared to discuss the details of our proposal at this time. We are hopeful that once the union's staff and negotiating committee have had an opportunity to thoroughly review and consider our new proposal, they will share it with the players. We want to be back on the ice as soon as possible."

The league would like to have a deal in place by Jan. 11, begin training camps the following day and start the regular season by Jan. 19.

The lockout has reached its 104th day, and the NHL said it doesn't want a season of less than 48 games. That means a deal would need to be reached mid-January.

A person familiar with key points of the offer told The Associated Press that the league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.

The person spoke on condition of anonymity because details of the new offer were not being discussed publicly.

The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled off the table after negotiations broke off earlier this month.

The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.

A conference call with the players' association's negotiating committee and its executive board was scheduled for Friday afternoon and was expected to last several hours.

The lockout has reached a critical stage, threatening to shut down a season for the second time in eight years. All games through Jan. 14, plus the Winter Classic and the All-Star game already have been called off. The next round of cuts could claim the entire schedule.

The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.

The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining by the union.

Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

Union members voted overwhelmingly to give their board the power to file the disclaimer by Jan. 2. If that deadline passes, another authorization vote could be held to approve a later filing.

Negotiations between the NHL and the union have been at a standstill since talks ended Dec. 6. One week later, the sides convened again with federal mediators in New Jersey, but still couldn't make progress.

The sides have been unable to reach agreement on the length of the new deal, the length of individual player contracts, and the variance in salary from year to year. The NHL is looking for an even split of revenues with players.

The NHL pulled its previous offers off the table after the union didn't agree to terms on its last proposal without negotiation.

Last Trip to Moab: Trail Backpacking Utah's National Parks Near Moab


Moab Utah backpacking places include trail backpacking of CanyonlandsNational Park, as well as, backpacking locations resulting in use of map and compass skills through other public lands surrounding Moab Utah. Lightweight shoes are preferred over the heavier hiking boot in the desert, but heavier hiking boots will provide the support for rugged alpine trails in Moab?s La Sal Mountains. All of the backpacking places require strict adherence to the Leave No Trace principles.

Canyonlands National Park?

CanyonlandsNational Park in the Needles District has a system of trail backpacking, designated campsites and permits to reserve camping sites for hikers in the backcountry. Water for hydration in the desert is an issue. Distances and duration will be limited by how much water can be carried. The Maze District of Canyonlands has limited permits. A visitor may hire an outfitter to base camp, car camp and commit to longer day trips to remote walls of rock art tucked away in the labyrinth known as the Maze. Planning is required to secure permits for these two districts out on your own. Twenty dollars reserves your backcountry park use, when you can get one. Judge approves Toyota's settlement

SAN FRANCISCO --?A U.S. judge granted preliminary approval on Friday to Toyota Motor Corp's $1.1 billion settlement of a class-action lawsuit brought by consumers who lost value on their cars due to sudden, unintended acceleration.

U.S. District Judge James Selna in Santa Ana, Calif., scheduled a hearing in June for final approval of the deal, which was announced this week. It provides $500 million in cash for plaintiffs, plus installation of break override systems and a customer support program valued at about $600 million combined.

"Settlement will likely serve the interests of the class members better than litigation," Selna wrote.

Plaintiff lawyer Steve Berman said he was pleased with the favorable comments in Selna's order. Toyota spokeswoman Julie Hamp said the company was gratified by Selna's approval of the settlement, "which will provide value to our customers and provides an extra measure of confidence in their vehicles."

About 16 million Toyota, Lexus and Scion vehicles sold in the United States spanning the model years 1998 to 2010 are covered by the settlement. Company officials have maintained that the electronic throttle control system was not at fault, instead blaming ill-fitting floor mats and sticky gas pedals.

A study by federal safety officials at the National Highway Traffic Safety Administration and NASA found no link between reports of unintended acceleration and Toyota's electronic throttle control system.

Toyota, the No. 3 automaker in the U.S. market, admitted no fault in proposing the settlement, one of the largest U.S. mass class-action litigations in the automotive sector. One plaintiff's law firm called it the largest settlement in U.S. history involving auto defects.

However, the deal does not cover wrongful death or injury lawsuits, believed to total more than 300 according to a Toyota filing in June.

Toyota's recall of its vehicles between 2009 and 2011 relating to the unintended acceleration issue hurt its reputation for reliability and safety.

But the automaker's sales were up almost 29 percent in 2012 through November, compared with a 14 percent increase in the industry, and Toyota's share of the U.S. market has risen to 14.4 percent from 12.7 percent in 2011.

In his order on Friday, Selna said the settlement is fair, given the risks of further litigation and the complicated legal rulings he has issued throughout the case.

"Some of these rulings have been favorable to plaintiffs, some have been favorable to Toyota," Selna wrote. "Were the parties to proceed to a fully litigated result, virtually any outcome would face the risk of uncertainty upon appellate review of these rulings."

Selna also approved up to $200 million in attorneys' fees, saying the amount falls within 25 percent of the total settlement which is the benchmark established by appellate law.

The US Supreme Court?s decision to take up the Defense of Marriage Act (DOMA) could have a considerable impact on the benefits of same-sex spouses of service members, who were largely invisible to the military until the repeal of ?don?t ask, don?t tell? (DADT).

So far, the DADT repeal has simply meant that US troops no longer face being forced out of the military for their sexual orientation.

But for the partners of gay troops, the impact of the repeal has been less sweeping and more ambiguous.

Even when gay couples are legally married under state law, for example, Section 3 of DOMA forbids the US government from treating such military couples as married.

And so they are not eligible for the kinds of benefits that heterosexual married couples receive in the military, including housing, medical care, and in the case of Morgan and others, survivor benefits should they die while serving their country.

DOMA Section 3 is the specific measure that will be reviewed by the Supreme Court in March.?

Passed by Congress in 1996, the law declares that the word ?marriage? means only a legal union between one man and one woman and that the word ?spouse? refers only to a person of the opposite sex who is also a husband or wife.

As a result, under federal law, the benefits of marriage can go only to a person of the opposite sex, regardless of state law.

DOMA Section 3 has been declared unconstitutional by eight federal courts.?

The Obama administration said last year that it would enforce the law, but would no longer defend it in court.

Should DOMA Section 3 be struck down by the Supreme Court, ?My sense is that same-sex couples who are married under state law would be treated exactly the same as married couples are for the purposes of treatment on military installations and for benefits,? says Robert Tuttle, a law professor at George Washington University.

Currently, there is an ?exhaustive list? of benefits that same-sex spouses do not receive, says Zeke Stokes, spokesman for OutServe-Servicemembers Legal Defense Network, an advocacy organization in Washington.

Airstrike in Yemen kills 2 al-Qaida suspects

SANAA, Yemen (AP) ? An airstrike killed two suspected al-Qaida militants in Yemen on Friday while tribesmen with links to the group were believed to be behind an attack on an oil pipeline elsewhere in the country, Yemeni security officials said.

Officials and residents suspect that the strike in the southeastern province of Hadramawt was carried out by a U.S. drone. Washington considers al-Qaida in Yemen the group's most dangerous branch and has carried out drone strikes that have killed militants there before.

Yemeni security officials said the two men were killed while riding a motorcycle. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

The attack around the town of Shehr comes just days after another suspected drone strike in the same area killed five al-Qaida militants. The Interior Ministry said among those killed in that attack was Abdullah Bawazir, the chief architect behind a mass prison break last year that freed dozens of fighters who then took arms against the government and helped administer al-Qaida rule in the south.

The group overran entire towns and villages in southern Yemen last year by taking advantage of a security lapse during nationwide protests that eventually ousted the country's longtime ruler. Backed by the U.S. military, Yemen's army was able to regain control of the region but al-Qaida militants continue to launch deadly attacks against Yemeni security forces that have killed hundreds.

On Monday, another suspected U.S. drone strike killed two militants in the southern town of Radda in Bayda province, which was also briefly overrun by al-Qaida militants earlier this year.

Elsewhere in Yemen, al-Qaida linked tribesmen were believed to be behind an attack on an oil pipeline in the northeastern province of Marib, just hours after the line was fixed on Friday. Tribesmen from Marib have also attacked power stations in the past.

The government has carried out deadly strikes against the tribesmen in recent weeks, but has failed to stop the acts of sabotage.

The more than 430 kilometer-long (260 miles) oil pipeline carries around 100,000 barrels of oil per day. The government said the acts of sabotage this month alone have amounted to $310 million in losses to the impoverished Arab nation.

Some tribal chiefs are also suspected of being allied with former longtime President Ali Abdullah Saleh. The attacks appeared to be aimed at undermining the new government.
